English Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a recent poll of local authorities, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of councils are planning to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of public land and land to support their finances, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of councils seeking to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and using financial reserves to manage growing fiscal pressures.”

Detailed Examples of Planned Sales

One local authority in southeast England announced its property management strategy included the disposal of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to increase council taxes next April to address the growing cost of essential services, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils this week also found council budgets being strained by the growing number of young people and adults needing special educational assistance.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms was recently delayed.

Disadvantage and Financial Gaps

Based on the most recent deprivation measures (IMD) for UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 IMD measures,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The data highlights the extent of challenges confronting local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the survey revealed.
